How long do you think it will be before she is finished checking out the shelves within reach and uses that stool to venture higher?

Did you ever think that she was doing YOUR job of improving the safety of her environment. She's probably fed up with her parents' lack of interest in her surviving. plastic bags, Lucy! don't forget the plastic bags.
